Transfer Analyst
DESCRIPTION: Performs duties related to the importation and analysis of recorded documents related to transfer of ownership of real property; analyzes the accuracy of the documents; determines the percentage of ownership transferred and identifies transfers that qualify as change in ownership subject to reappraisal.
EXAMPLE OF DUTIES: Imports documents from the Clerk and Recorder’s office: Determine which document pertains to the change of ownership of real property. | Scans and indexes Change of Ownership Statements (PCOR’s). | Analyzes recorded documents including deeds and affidavits; verifies current property ownership, parcel numbers and location, coding and other information against Master Property Records; determines and identifies real property affected by documents; determines the percentage of property ownership transferred and percentage of property ownership to be re-appraised; enters the information on hard copy records and computer database. | Identifies and contacts property owners regarding property status, confers with the public, attorneys, and title companies regarding changes in property ownership, property improvements and parcel splits. | Reviews each record to determine if there is a reappraisal, a need for Homeowners or Veteran’s exemption, a parent child exclusion, business property, a mobile home, other propositions that need to be dealt with, wells and leases, Ag and Segregations. Distributes the records to the appropriate workstations. | Analyzes each record to see if there is a possible proration or a prior bill, compiles a list for the auditor’s office and assists auditors’ staff as necessary. | Performs special projects and related work as assigned. KNOWLEDGE OF: Legal terminology related to property transfers | Property description and mapping | State revenue and taxation laws governing the preparation of assessment rolls and assessment of property | Mapping procedures | Basic mathematical principles | Applicable Federal, State, County, Department, and Division laws, regulations, policies and procedures | Modern office practices, methods and computer equipment | Recordkeeping principles and procedures | Computer applications related to the work | Techniques for dealing effectively with and providing a high level of customer service to all individuals contacted in the course of work ABILITY TO: Obtain and retain Assessment Analyst Certification issued by the State Board of Equalization (BOE) regarding transfers of ownership | Perform property transfer determinations | Interpret and apply pertinent laws and rules | Make accurate arithmetic, financial and statistical computations | React calmly and professionally in emergency, emotional and/or stressful situations | Type with accuracy and adequate speed on a typewriter and/or computer necessary for the position | Work independently and as a team member | Use English effectively to communicate in person, over the telephone and in writing | Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities and meet critical time deadlines | Operate modern office equipment including computer equipment and specialized software applications programs | Maintain significant flexibility in daily operations and decision making | Assemble and analyze information and prepare written reports and records in a clear and concise manner | Establish and maintain effective working relationships with those contacted on the job | Techniques for dealing effectively with and providing a high level of customer service to all individuals contacted in the course of work

The department is anticipating one (1) vacancy, effective 6/19/20. In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Transfer Analyst, as well as subsequent vacancies which occur during the life of the eligibility list.
